今春大選之背後故事

本文发表在 rolia.net 枫下论坛競選在西方有年頭了,隨著時間的發展,逐漸有一套完善的機制。我從去年給福胖做志願者到今年給聯邦保守黨在AGINCOURT選區的候選人 HARRY TSAI(蔡承志)以及省保守黨同樣是在上述選區的候選人LIANG H. CHEN(陈良璇)做志願者,先後接觸了一些選舉的準備工作,貼出來和有興趣的朋友分享。

一般而言,一個候選人選舉辦公室主要有如下部分構成:

1. Candidate 核心

候選人在選舉中無疑是核心人物。以此次聯邦保守黨在SCARBOROUGH--AGINCOURT選區的候選人HARRY TSAI(蔡承志) 為例,在黨內成功當選該區的候選人之後,就開始異常忙碌。其中最重要的就是掃街拜票,其目的主要有兩點:一是讓選民了解和認識保守黨的執政觀念,親近選民;其二是獲得選民許可,在其物業草地或者FENCE上安插競選告示牌,擴大影響。此外,出席電視台舉辦的各個黨派候選人辯論,接受媒體的採訪,參加各種籌款活動都是競選重要的內容。由於加拿大人工貴,而全職的志願者幾乎是沒有的,所以有許多小事都要親歷親為。譬如四月初的一個週三下午,我到他位於 SHEPPARD/PHARMACY 的競選辦公室去看看有什麼幫忙的時候,他正在和送貨員一起搬堆積如山的競選告示牌。問他為何不給我電話,他說知道我開春後很忙,就沒有通知我。

從上個星期開始,HARRY每天7AM-9AM開始在士嘉堡主要路口的車站和選民見面,做最後的衝刺,獲得選民的感動和認可。
2. Campaign Manager 統籌大局

競選經理的職責就是輔助候選人運籌帷幄之中,決勝千里之外。白人老頭MIKE就是這麼一位張良式人物,他在去年成功地幫助一位候選人當選多倫多市議員,經驗豐富,行事老到。 今次作為HARRY的競選經理之後,事無鉅細,皆安排滴水不漏。

3. Chief Financial Officer 管理財務

為防止黑金政治,競選資金必須存放指定的賬戶,絕對不能和候選人私人賬戶混淆。捐款人也絕對不要把支票的抬頭寫成候選人的名字,而是專有賬戶的名稱。競選賬戶也由專人管理,專款專用。
4. Fundraising Chair 負責籌款

天朝選舉法第八條明目張膽規定:全國人民代表大會和地方各級人民代表大會的選舉經費,由國庫開支。也就是說代表們粉墨登場唱戲,由被代表的屁民埋單。加拿大的候選人就遠沒有這麼幸福了:競選經費由自己使出渾身解數來解決,而且競選賬戶要接受嚴格監督。一般籌款手段有接受法人或者個人捐贈,但是為防止賄選,捐贈有上限規定;再就是搞餐會以及一些活動,一來提高知名度,二來也可以籌集一些競選資金。這方面一般也有專人負責。

5. Legal Counsel 法律顧問

加拿大是一個法制國家,如果競選對手針對候選人有不當的行為和言論,如何應付?請教法律顧問就尤其重要。其次,整個競選過程中出現的糾紛,都需要聽取法律專業人士的建議,切不可魯莽行事,落入對手挖好的陷阱。我們志願者在拜票的安裝選舉競選告示牌的時候也得到許多輔導和建議,避免法律糾紛。

ELECTION DAY CHAIR

> Campaign Manager on Election Day

> Coordinate and plan all E-Day assignments
