So far, I don’t see any “hard evidence” against him, and Peter MacKay has backed away from his earlier comments which should be good news for Chan.

According to Canadian law, he has to prove that Globe's report is false, since he is a public politician.

For sure I can give you a link.It's the full text of Libel and Slander Act. You would kill me if I do so -- there is just too much to read. :)
Unfortunately I had to go through it by myself years ago.
To be short, any politicians will have to prove that the criticism from media is false, if they want to sue. If this rule does not exist, there would not be any criticism against politicians. That would be a scary scenario.
